Who We Are

The Government of NCT of Delhi (GNCTD) manages most local affairs, but recent laws like the 2023 Ordinance created a National Capital Civil Services Authority, giving the Union Govt more control over services, leading to ongoing jurisdictional debates with the Delhi government.

Key Aspects of NCT Delhis Governance:

Status:

A Union Territory with a special status under Article 239AA of the Indian Constitution.

Structure:

Features an elected Delhi Legislative Assembly and Council of Ministers, headed by a Chief Minister.

Central Control:

The Union Government, via the LG, retains control over Police, Public Order, and Land.

Recent Changes (2023):

The National Capital Civil Services Authority (NCCSA) was formed, giving the Centre more say in officer transfers and postings, overriding the Delhi governments authority on these matters.

Head:

The Lieutenant Governor (LG) is the administrative head, appointed by the President, and has final say in disagreements with the Delhi government.

In essence: The NCT of Delhi is a hybrid system, balancing local self-governance with central control, with ongoing legal and political contests over the division of powers, particularly concerning civil services.

National Council for Vocational Education and Training is an autonomous, non-statutory and regulatory body under Ministry of Skill Development and Entrepreneurship for monitoring the institutions engaged in providing short term and long term educational training in vocational education and designing the basic standards required for operations of such institutions. The chairman and two executive and non executive members will be appointed by a committee consisting of Prime Minister of Indiahome ministerfinance minister, agriculture minister and minister for rural development who are part of Cabinet Committee on Employment and Skill Development. The National Council for Vocational Education and Training will be controlling authority of institutions imparting education and training to 15 million students each year.
